The San Francisco AIDS Foundation HIV Prevention Project (HPP) has provided street-based needle and syringe exchange services to injection drug users since November 1988. This life-saving program, which started through the heroic efforts of Prevention Point volunteers and has expanded to 10 sites throughout San Francisco, is the nation's largest needle exchange program. It exchanges more than two million sterile needles a year-that's 40,000 a week-with 5,000 individuals in San Francisco.
